Workers and supervisors at most New York City construction sites are now required to earn a Site Safety Training (SST) card to comply with NYC Local Law 196. The increased training requirements apply to workers at any site with a Construction Superintendent, Site Safety Coordinator or Site Safety Manager.

What Is Site Safety Training?

Site Safety Training, or SST, is a mandatory safety training program for New York City construction and demolition workers. The New York City Council passed NYC Local Law 196 in 2017, increasing the required training hours for most construction workers and supervisors.

All NYC construction workers and supervisors need a valid SST card in order to work at a jobsite that has a Site Safety Plan.

Who Needs to Earn an SST Card?

Local Law 196 requires construction and demotion workers to earn an SST card in order to work at any NYC jobsite with a Site Safety Plan. If your jobsite has a designated Construction Superintendent, Site Safety Coordinator or Site Safety Manager, then your job has a Site Safety Plan and you need an SST card for the job.

Visit the DOB's Site Safety Construction map to find out if your jobsite requires an SST card. Simply enter the address of your jobsite into the search bar. If your jobsite's address is listed on the map, an SST card is required to enter.

Workers need to earn an SST Worker card, which requires 40 hours of SST. Construction supervisors, including Site Safety Managers, Site Safety Coordinators, Concrete Safety Managers, Construction Superintendents and Competent Persons, are currently required to have 62 hours of training and an SST Supervisor card.

Which Courses Are Needed for a 40-Hour SST Worker Card?

Workers have several options when selecting courses to meet the 40-hour training requirement.

If you're new to the NYC construction industry, you will need to complete a 10-hour OSHA course before you can start work. Then, you must complete your remaining 30 hours of SST within six months.

If you already have a 10- or 30-hour OSHA card, then you need to complete additional SST courses to reach the 40 hours of training required for an SST Worker card.

Workers can choose one of the two options below to earn their SST card. You can only receive SST credit for 10- or 30-hour OSHA courses you completed within the past five years.

Construction supervisors are required to have 62 hours of training and an SST Supervisor card.

According to the DOB, supervisors include Site Safety Managers, Construction Superintendents, Site Safety Coordinators, Concrete Safety Managers and Competent Persons designated by a Construction Superintendent.
